that now that obama is back in town he'll be trying to broker some sort of a deal with john boehner, the house of representatives, and there will be talks among democrats trying to explore whether they can put forth a new scaled down deal that could get past both the republican minority in the senate and get a vote on the floor of the house of representatives. and i think what the markets have to realize is that if the deal were to pass between now and the end of the year, it would first of all be a much more scaled down version of the grand bargain we've all been hoping for. at most, you will get an extension for the alternative minimum tax, but you would not get a serious delay in the so-called sequester, the automatic spending cuts of $100 billion a year, and most important, you will not get relief on a debt ceiling which potentially sets us up for another big fight, much like we saw in the summer of 2000. >> and we know this fight is a difficult one for the gop. they've dug in their heels. this is an issue that they've almost made part of their platform. how much does this compl

a vote on any deal. president obama cut his hawaiian vacation short and is due to land in washington tomorrow. but if politicians aren't feeling enough urgency, the american people certainly are. a new gallup poll shows that 50% of americans think a deal is likely. that's down nine points from just a few weeks ago. if we go over the cliff, it will affect all of us. if you're a family that makes $50,000 a year, your taxes will go up by $2,000. if you make $100,000, your taxes will go up by $4600. the combination of tax hikes and deep spending cuts could end up looking a little bit like this, over the cliff in a free fall. whiskey and cigarettes in hand. cliff deal that president obama has sent over to senator leaders? >> well, the power of social media to get the word out. gop sources say in the conversation with the president, he indicated that he does have a bill he would like to bring forward to the hill today. they have not seen that. it would be a package to deal with averting the fiscal cliff. we can infer from that with what the president said before he went to the family vacation in hawaii that he wanted something that would be scaled down, not a massive grand bargain that would protect the current tax rate for people who earned less than $250,000 a year or perhaps a different figure if they reached that. but trying to protect the middle class. so officials here haven't seen it yet, but this is kind of today's volley in what has been this ongoing battle. house speaker john boehner has been saying the president must act and it appears the president is prepared to do that with another offer. and senate democrats would presumably be right on board with that. hopefully we will get details sometime this afternoon. then we'll see

the onus on president obama and for the reason why there has not been a deal so far. basically saying they can't move forward in the house without some sort of action in the senate the next few days. what they left out of that, unfortunately, is the reason why they are waiting on the senate to do something. the senate coming into session tomorrow, by the way. is that speaker boehner couldn't get enough votes to move forward on a plan to avert the cliff last week. that's why we are where we are right now. the president will be boarding air force one in a few hours. flying overnight back to washington. is he likely to bring together congressional leaders in the next couple days when he he gets back to washington. time is running out, harris. >> harris: no breaking news in any of that. but we did see some today. treasury secretary tim geithner saying we could hit the debt ceiling the day after we follow off the fiscal cliff if no deal is reached. >> that's right. december 31st. a lot going on there. a lot of these budget calamities coming together all at once. economists already warning

good thing the prospects of getting a deal after january 1 are significantly higher and that is for three reasons. first now president obama has all the leverage. after january 1st the leverage shifts to the gop. because president obama perfectly going over the fiscal cliff to blame republicans because he can't default on the debt. he will have to compromise between now and february. second of all the baseline gets reset if the tax cuts expire. everybody will propose a tax cut in january and right now we're fighting whether to increase taxes or not. you can see possibility of a deal seen as win-win for both sides. third, if republicans don't come up with a deal, a bad deal right now, they still have the $800 billion in revenue they put on the table from limiting deductions and loopholes that they can use to buy down rates. so i think the odds are, after january 1 we will get a deal and it will be much more favorable deal to the republican party because we'll have the leverage and president obama won't. heather: simon, basically what mark's laid out there would be more of a bunge jum

every time over 50 years. and so whether you're deal -- what you're doing with obama is not just the expiration of the bush tax cuts, but obama tax goes into effect as well. the cap gains rate will go up 58% and this is going to lose revenue rather than gain revenue just as it has in the past. similarly, the tax increase on dividends. if the bush tax cut expires, along with the obamacare tax increase, the tax rate on dividends is going to increase -- actually triple. when bush cut the tax rate on dividends, dividends pay soared and so did the taxes napad on them as a result. if you reverse that tax cut and put the obamacare tax on top, dividends are going to collapse and so are the revenues that government will collect from the dividends. you'll have a similar result as you had in 1990 where they increased rather than declined. >> clayton: do we not learn from our history? this seems like it's just repeating all over again. politicians aren't aware of their history here and what we could go through again. we know what 1991 and 1992 looked like with that recession. it was hard. >> the

make up the fiscal cliff. president obama, he cut his christmas vacation short to deal with this crisis. he arrived back from hawaii just a short time ago, and the senate also returning to work today hoping to come up with some kind of agreement. but time is running out. jessica yellin, she has the latest from the white house. we've got dana bash following the developments on capitol hill. i want to start off with you, dana. what do we know about a possible compromise on the senate siepd what they might be proposed in fairly short order? >> compromise, i'm not so sure we'll see that. but i was told by a republican senator and democratic senator that the pr indicated before he left for hawaii that he, the president, is expected to send a piece of legislation up today with his scaled back tax plan. that's something that the president outlined in general terms on the friday before he left for hawaii and since then what we've been hearing from republicans, particularly mitch mcconnell's office is we can't talk about whether we can pass anything until we actually see the legislation.
